Update-CAA Implementation Phase 1

Update: Phase 1 - AHCCCS Implementation plan for the

Consolidated Appropriations Act (CAA) (2023), Section 5121

Background:

The Consolidated Appropriations Act (CAA) of 2023, Section 5121, introduces a transformative requirement for Medicaid and CHIP programs to ensure that eligible juveniles in carceral settings receive critical health services within 30 days prior to their release. This initiative aims to improve continuity of care, reduce recidivism, and support successful reintegration into the community.

Update:

On September 29, 2025, Arizona Complete Health (AzCH) issued a network communication titled “25-131 CAA Implementation Update and Information”. Included in the communication was a document listing providers impacted by the implementation.

AHCCCS has notified the contracted Managed Care Organizations (MCO’s), that it will incrementally phase in the list of identified providers.

Next Steps:

Providers selected for Phase 1 of the CAA implementation will receive direct communication from AzCH with details and updates.
