OIFA's Mission
The Office of Individual and Family Affairs (OIFA) promotes recovery, resiliency, and wellness for our members with mental health and substance use challenges. We build partnerships with individuals, families of choice, youth, communities, organizations, and we collaborate with key leadership and community members in the decision-making process at all levels of the behavioral health system. In partnership with the community, we:
- Work to end the stigma that prevents people from openly seeking treatment for mental illness.
- Advocate for the development of culturally inclusive environments that are welcoming to our members and their families.
- Deliver training, technical assistance and instructional materials for providers of behavioral health services, members, and their families.
- Monitor contractor performance and measure outcomes.
- Establish structures to promote youth, family and individual voices in throughout our system of care.

My name is Melissa Brown.
I serve as the contract Individual and Family Affairs Administrator for Arizona Complete Health – Complete Care Plan. I am responsible for ensuring programs and policies are in line with recovery and resiliency principles. I provide support and guidance to all other members of OIFA and help to remove any barriers that prevent them from ensuring member health and well-being. I have lived experience receiving Behavioral Health Services and have also supported family members in their recovery. I believe members are the best experts in choosing their recovery path and that family members have a right to be involved in their loved one’s care. OIFA’s goal is to gain member and family member feedback to inform and improve all levels of the Behavioral Health System.

My name is Deb Jorgensen.
I serve as the Individual and Family Affairs (OIFA) Manager, Member Liaison Coordinator, and as our statewide Special Assistance Administrator. I am proud to be a part of the Arizona Complete Health–Complete Care Plan Advocacy Team. As a decades long grass roots advocate for quality behavioral health services that value peer support and family support, I am all about “Nothing About Us Without Us”. As a Behavioral Health Service recipient, I understand the positive impact of being an equal partner in my care and the positive changes that can be made by members sharing their voice. As a team, OIFA encourages members and families to share valuable feedback about their own experiences and their ideas about improving our health plan’s system of care. With several years of experience in both direct support to members and executive leadership positions in Arizona Peer Run Organizations behind me I bring both “lived experience” and institutional knowledge when providing community and provider guidance on Peer Support services and principles.

Hello, my name is Lance Marcum.
I am the Arizona Complete Health -Complete Care Plan Veteran Member Liaison. I proudly served our Nation from 1988 to 1993 as a as a sailor in the United States Navy, onboard the USS Wasp. As a Peer and Gulf War Veteran with lived experience, I am a dedicated advocate for Veterans, committed to uniting our community in the fight against mental health stigma. In addition to that role, I also serve as the Member and Family Advocacy Council (MFAC) Coordinator. As the MFAC Coordinator I facilitate meetings and work with members and families to improve the quality of our health plan. My name is Brenda Replogle.
I am the Child Behavioral Health Member Advocate / Children’s Rehabilitative Services (CRS) Member Advocate. My goal is to provide compassionate advocacy through partnership with families during their journey of receiving health care services. We work together to enhance family voice, by seeking knowledge, connection to resources, and by providing advocacy and support through the various complex and interconnected systems families navigate through. I also serve as a Family Support Advisor. I facilitate the Health Plan Family Support Partner Trainings that credential and prepare trainees to serve in various Family Support roles in the system.

My name is Erin Soto
I am the Arizona Complete Health Adult Member Liaison. I am proud to be a part of the Arizona Complete Health - Complete Care Plan Advocacy Team. My passion is sharing the value of Lived Experience through authentic communication while fostering mutuality with individuals and families who receive behavioral health services. With a focus on recovery and connection, this role strives to share essential information, bridge connections to vital resources, and support navigating the options of available services. With a deep understanding of the challenges and triumphs of recovery, the value of investing in people is created by continuing to both educate and share through a recovery-oriented lens. Serving as part of the OIFA Team, my purpose is to ensure every person’s journey toward recovery is met with understanding, respect, and empowerment.

My name is Patsy Price.
I am a Member and Family Support Advisor with Arizona Complete Health – Complete Care Plans Advocacy Team. My Passion Is helping members have their Voice Heard throughout all levels of our system of care, as well as teaching about advocacy. I have almost 10 years of experience helping members to effectively advocate for the services and unique care needed to work their own path to wellness and recovery. As someone with lived experience within this system I know that there is no one size fits all to recovery. I am proud to be part of AzCH’s OIFA Team, a team that focuses on creating positive change and positive members experience. My mission is to let members and families know that we are listening, and working towards change together as a team.
